The initial plan has presented the overall idea of the services that would constitute the final Tooleast product and the two corresponding development steps: development in the timeframe of the Tooleast co-founded project and after the project termination as the Tooleast business implementation. The services that were planned as an overall solution were:
- file sharing for software, documentation, and training material downloads,
- content management for editing and accessing on-line documentation,
- testing/training/evaluation ERP system installation hosting,
- source code hosting, bug and issue tracking,
- logical design of custom portal sections (capabilities and expertise database, etc.
- analysis of portal to ERP system data integration,
- design of collaboration plan with the TCS portal.
- customer registration, information and other CRM functionality,
- implementation of capability database and partner matching,
- improved on-site ERP system hosting for small enterprises,
- community support with news feed, mailing lists, comments, advertising,
- analysis and implementation of integration with some other pre-existing T&D community portals, e.g. the toolcluster.net maintained by the TCS
- CAD project design file hosting, file format conversion, ...
Figure 1 below presents the overall logical portal structure
The portal serves both, the project development and the project exploitation phase of the ERP (Enterprise Resource Planning) system. In addition to the ERP support also other functionalities to support the networked organisation functionalities and open source development community were planned. All portal functionalities were therefore divided in four main groups:

- bug reporting and tracking
- file upload / download area through CMS
- discussion groups & commentaries (portal database)
- testing platform (a test installation of an ERP system)
- news feed (portal)
- ERP exploitation & support functionalities:
- documentation hosting
- program files download area with installation instructions
- ERP system testing for evaluation, training and dissemination
- ERP system hosting for T&D companies
- registration, ERP users directories
- automatic public data access from the T&D ERP system
- public interfaces to link to the ERP system (for public data sharing/gathering)
- open hosting platform for additional and third party services:
- ERP data backup & replication
- ERP software maintenance
- automatic software upgrade functionality
- Public community portal
- T&D related news feed with comments and discussion groups
- Registration and mailing lists
- T&D company directories with their specific knowledge/capability/expertise listings
- Advertising and business promotion (optionally paid services)
- Partner matching between clients and T&D companies
- Project design file hosting / sharing
- Open platform for additional and third party services
- Portal management functionalities
- Users management (login, registration, user groups management),
